Brief Report of Bankers Meet with SHGs/Artisans-

Self Help Groups & Joint Liability Groups has the potential to weave together their dreams through bank & Credit Linakges for mutual benefits. Keeping that in mind WDC conducted a day long program of Bankers Meet with SHGs/Artsians under SFURTI Project supported by Ministry of MSME, where IIE is the Nodal Agency; EPCH the Technical Agency & Women Development Centre is the Implementing Agency. We had 157 participants who profited with such valuable information.

Shri Chandrajit Pegu the CDE welcomed the Resource Persons & Felicitation done by Shri Sanju Singh the Program Coordinator WDC followed the days Agenda.

Ms. Bhagyawati Bhuyan the Project Director WDC shared the status of SHGs/Artisans of Gorchiga Handloom Cluster at Nowboicha Block. She said SHGs are assessing the bank linkages program which is an encouraging & positive feature in increasing the loan volume but the impact of the linkages is yet to reach to the SHGs/Artisans in the project area.  Though there is a big shift in the loaning pattern of the members from non-income generating activities to production activities, these artisans still lacking banking schemes which they are eligible in getting through groups. She requested the Resource persons Shri Pradip Kumar Khaklary the LDM & Shri Amlan Tamuli the DDM to look into the matter with the banks to help our Artsians in getting access for  SHG & JLG Bank linkage, to meet the credit requirements of SHG members who are artisans and  are shareholders of the Gorchiga Handloom Cluster.

Though banks are encouraged to go with total Financial Inclusion programs and meet the entire credit requirements of SHG members through income generation activities & linking of SHGs with banks has thus been emphasized to support the members yet in some areas, SHGs face problems due to documentation & KYC required in the banks was explained by Shri Pradip K. Khaklary the LDM North Lakhimpur District. He also said that, the approach to financing of SHGs is totally hassle-free system & SHGs, registered or unregistered, which are engaged in promoting savings habits among their members are eligible to open savings bank accounts with banks with instructions under simplified norms for SHGs while opening the savings bank accounts & the producers need to be followed during credit linkages. He also shared about the Pradhan Mantri MUDRA Yojana (PMMY, Shishu: covering loans upto 50,000/, Kishor : covering loans above 50,000/- and up to 5 lakh & Tarun : covering loans above 5 lakh and up to 10 lakh. He concluded his session asking IA to collect the SHGs/JLGs having issues with banks & submit to him for solving the issue with the Respective Branch Mangers.

DDM ,Shri Amlan R. Tamuli shared the various schemes from NABARD in getting support through (IA) & Banks. As per operational guidelines,  it may be sanctioned saving linked loans by banks varying from a saving to loan ratios.   In case of matured SHGs, loans may be given beyond the limit of four times the savings as per the discretion of the banks with PIA (Project Implementing Agency). He also said that through NABARD SHGs can get trainings MEDP & LEDP by the matured SHGs those have availed loan from banks and recovered on process. For new areas Promotion of Self Help Group- Bank Linkage Programme, Promotion of Joint Liability Groups, Digitization of SHGs- EShakti . He concluded his talk asking the groups to avail the facilities from banks in close collaboration with IA & Banks.

Sessions concluded with sharing informations in Web portal of the Artisans, interactions with SHGs, Feedbacks & Actions plan.   The day’s program came to end with words of gratitude to the gathering by Shri Sanju Singh.
